Article 95 – Right to Digital Access
Access to the Internet and digital knowledge is a fundamental right for every citizen.
The State shall ensure its availability with high quality and at a fair price.
Article 96 – Data Protection
The State guarantees the protection of personal data and digital privacy.
No collection, processing, or use of data may occur without the explicit consent of their owners, except in cases provided for by law.
Article 97 – Artificial Intelligence and Ethics
The State shall establish a legislative and ethical framework for the use of artificial intelligence, to protect human beings from exploitation, ensure transparency, and prevent discrimination or manipulation of rights.
Article 98 – Digital Innovation
The State shall encourage technological innovation and digital entrepreneurship, and guarantee the protection of intellectual property and inventions in the digital field.
Article 99 – Technological Transparency
State institutions are required to ensure transparency in the use of algorithms and digital technologies, especially in the fields of justice, security, elections, and public finance.
