Article 59 – Declaration of the State of Emergency
The state of emergency shall be declared by the Assembly of Deputies with a three-fifths (3/5) majority of its members, for a period not exceeding sixty (60) days.
It may be renewed only once under the same conditions.

Article 60 – Oversight of Exceptional Measures
All measures adopted during the state of emergency shall be subject to parliamentary and judicial oversight.
Under no circumstances may such measures infringe upon non-derogable rights, in particular: the right to life, the prohibition of torture, freedom of conscience, and the right to a fair trial.

Article 61 – Right of Appeal
Every citizen or resident shall have the right to challenge before the courts any measure taken during the state of emergency.
The judiciary shall adjudicate such appeals expeditiously.
