Article 90 – Right to Education
Education is a right for every citizen.
It is compulsory at the basic level and free in public institutions up to the university level, in accordance with the law.
Article 91 – Quality of Education
The State is committed to ensuring the quality of education and to developing curricula that promote the values of citizenship, freedom, equality, human rights, critical thinking, and creativity.
Article 92 – Scientific Research
Scientific research and innovation are both a right and a national duty.
The State is committed to funding scientific research, providing the necessary infrastructure, and encouraging universities and research centers to innovate and to engage in international cooperation.
Article 93 – Artificial Intelligence in Education
The State shall adopt artificial intelligence and modern technologies as tools to develop education, while ensuring digital equity and reducing the technological gap between social groups and regions.
Article 94 – Academic Freedom of Thought
Freedom of scientific research and academic thought is guaranteed.
It shall not be subject to any form of censorship or political or ideological interference.
